How SCfC Works

SCfC operates through a community‑led approach, where local people guide decisions about what is most important for their children, young people and families. Local Community Boards set the vision and priorities for the program, and activities are coordinated locally in line with this direction. Ongoing support helps communities put their plans into action and strengthen learning over time.

The SCfC program brings together:

  • Local Community Boards, who lead decisions and set community priorities
  • Facilitating Partner organisations, who coordinate activities under the direction of Local Community Boards
  • Implementation support, to strengthen governance, planning, monitoring and learning
  • Program funding and assurance, to support accountability and sustainability

Local Community Boards

Local Community Boards are central to SCfC. Boards are made up of respected community members who bring local knowledge, experience and cultural authority to decisions for children, young people and families. Through this role, Local Community Boards ensure SCfC reflects community priorities and remains locally driven.

With support from the Facilitating Partner and the Implementation Support Provider, Local Community Boards:

  • identify local strengths, needs and priorities
  • endorse the annual SCfC Community Plan
  • consider and endorse proposed SCfC activities
  • support culturally appropriate service delivery
  • participate in governance, learning and reflection activities
  • promote local employment and training opportunities
  • work collaboratively with all SCfC stakeholders
  • Oversee progress and outcomes over time

Facilitating Partner Organisations

Facilitating Partners are local Aboriginal Community‑Controlled Organisations that manage SCfC at the community level. They work under the direction of the Local Community Board to implement the community vision and priorities through coordinated services and activities.

Their role includes:

  • developing, delivering and reviewing the SCfC Community Plan in partnership with the Local Community Board
  • subcontracting service providers to deliver approved activities
  • managing SCfC funding and ensuring accountability for expenditure
  • supporting local workforce development and employment
  • providing day‑to‑day governance and practical support to the Local Community Board
  • monitoring and reporting on program activities and outcomes
  • supporting collaboration and service integration within the community

Implementation Support Provider

Ninti One is the Implementation Support Provider (ISP) for the SCfC program. The ISP does not deliver services directly and does not make decisions about community priorities or activities.

Instead, Ninti One works alongside Local Community Boards and Facilitating Partners to support strong, consistent and high‑quality implementation of SCfC across all locations.

Ninti One’s role includes:

  • Supporting strong governance, planning and decision‑making
  • Strengthening community‑led planning processes, including Community Plans
  • Building monitoring, evaluation and learning capability
  • Supporting locally meaningful measurement of change
  • Facilitating shared learning across communities
  • Building a program‑wide evidence base on outcomes and impact

Stronger Communities for Children supports communities to set priorities and deliver activities that improve outcomes for children, families and communities.
